I would assert that it’s no coincidence that the “District of Corruption” has Chicgo like gun laws.

Make a few of these thugs room temperature and this will go out of fashion quickly.
From a technology perspective the carrier should be able to immediately track them and / or “brick” them, making them worthless.
Even if they are recycled, then the person turning it in should be arrest for “receiving stolen property”.
Maybe the phone case manufacturers can make them with dye packs.
The lady who was the victim was lucky she wasn’t raped or badly injured.
