The indisputable facts of the case held that Ms. Davis had nothing to do with the investigation, yet she ended up being shot while unarmed in her own home by a police officer who should never have been there. Despite this breathtaking display of negligence and incompetence, the department investigated itself and cleared its officers of any wrongdoing.

Finally, after wrangling in the legal system for over 4 years, Nassau County agreed to settle with Ms. Davis to the tune of $650,000. As part of the settlement, the police internal investigation was officially sealed. According to Charles Horn, Ms. Davis’ attorney, this was to prevent its many “inaccuracies” from coming to light, which were falsely presented to convey justification for shooting an unarmed woman.

Taxpayers footed the bill, and no police officers received any sort of reprimand or termination.

Police ineptitude and corruption are practically inevitable, but they are enabled and magnified in scope by the existence of intrusive laws and widespread militaristic enforcement techniques. An end to the cruel Drug War and the overuse of no-knock raids would prevent situations like this from ever occurring.

So why does the Taxpayer get the bill?

It would seem that the entire civil bureaucracy should be penalized — both individually and collectively.

No bonuses, no raises, and further training.

No pain; no gain.

According to San Francisco authorities, RatGirl, identified otherwise only as 43-year old Erica J., has been breeding and releasing rats for years throughout San Francisco. She first came to the attention of city authorities in 2011 when Animal Care and Control discovered her closet breeding program in a Minna Street residential hotel in the South of Market neighborhood.

“It was shocking. It was disturbing on a number of levels,” recalled Animal Care & Control Captain Denise BonGiovanni. ”The rats have actually burrowed into other people’s rooms. They can carry disease. They can carry parasites.”

Shortly thereafter the city was forced to exterminate “a thousand” rats from her room and the surrounding area.

“I believe that there’s a serious underlying mental health issue that needs to be addressed,” says BonGiovanni.

Public pension plans of states and cities have been in a heap of trouble for years. Promises of juicy pensions after a relatively short time on the job, with many decades of life expectancy remaining, are easy for politicians to make and buy votes with, and for unions to demand to please their membership. But they’re a tad expensive to live up to. Some have been involved in bankruptcies of their municipalities, including those of Detroit. Others are headed that way.

The best-case scenario, which is also the base scenario, assumes return on investment is 7.7% for all plan assets combined, for all years to come.

Assuming the unlikely scenario of an eternal return of 7.7% annually, some of these pension funds are in worse trouble than others. A small coterie, like the Louisiana State Parochial Employees fund, is funded over 100%. But most plans are in trouble. Some of the worst sinners: Alaska Teachers with a funded ratio of 47.9%, Connecticut SERS (41.2%), Illinois Teachers (40.6%), Chicago Municipal employees (37.0%), Illinois SERS (34.2%), Chicago Police (30.9%), or Kentucky ERS (25.8%). Some of the sinners are relatively small plans, but several are large, such as the Illinois SERS, Illinois Teachers, and Connecticut SERS. If markets were allowed to swoon, these babies would be wiped out.

And even that miracle, combined with the other miracle, a 7.7% return for all years to come, won’t be enough: it would still leave plans $1.1 trillion underfunded. Alas, if the rate of return drops to 5%, the hole will increase to $3.0 trillion, and plans would only be 50% funded. And at a rate of return of 4.0%, unfunded liabilities would jump to $3.8 trillion, and numerous plans would simply….

Reality is too ugly to contemplate. So now the hope is that the new rules – accounting for stock market surges in the year in which they occur – will trigger big gains immediately and drive up the funded ratios. Better not even think about the possibility that the stock market might stumble from current bubble highs or that a soupçon of chaos in the bond market would slam junk bonds and trigger a wave of defaults.

What these pension plans need in order to be there in the future, the report suggests, is a booming economy year after year and endlessly inflating asset bubbles. Otherwise, forget it.

Wiping out in one fell swoop six years of carefully orchestrated propaganda, St. Louis Fed President James Bullard admitted that the Fed had dropped the ball during the prior bubble that blew up the financial system, and that it’s dropping the ball again during the current bubble.

So what does the average schmoe do?

Plan for pension defaults. Save in commodities. 

Does anyone really believe in 7+% returns forever?

In war movies, you always hear “get small in your hole”. I think that advice is good for fiscal crisis.

Always live modestly. Save in commodities. No “bad” debt; very little “good” debt.

I’m not sure that IRA / 401k is a panacea. I’m in it big time, but the politicians and bureaucrats must be looking at that pot of wealth longingly.

In this case, 14-year-old Joshua Osborn fell seriously ill in the summer of 2013. Fluid collected in his brain and he had serious seizures. Yet all of the tests doctors gave him didn’t found any traces of fungi, bacteria or viruses, the doctors reported in The New England Journal of Medicine. So the doctors asked Osborn’s parents’ permission to try an experimental DNA test.

The test looked for bits of genetic material of illness-causing microbes in samples taken from Osborn’s blood and spinal fluid. This contrasts to the medical genetic testing most people are familiar with, in which scientists search for genetic problems in a person’s own DNA. In Osborn’s case, doctors were looking for bits of DNA from foreign critters. The international team that developed the test published a paper about it this week.

Two days after scientists received Osborn’s samples, they had a diagnosis: leptospira, a type of bacteria that only rarely causes the symptoms Osborn was suffering. The boy’s doctors decided to treat him with penicillin. He recovered gradually over the next seven days, his doctors reported.

This weekend, 43-year-old police officer Kevin Jordan was shot and killed while working an in-uniform off-duty overnight security shift at a Waffle House in Georgia. After three inebriated customers–Tyler Taylor, Michael Bowman and Chantell Mixon–were asked to leave the restaurant for causing a disturbance, Jordan walked them outside to their car. The three summarily started screaming racial slurs at Jordan, and Mixon started to try to physically fight him. When Jordan tried to restrain Mixon in order to arrest her, Bowman pulled out his gun and shot him in the back several times, killing him.

While I’m a gun nut, I would no more concealed carry and drink than I would doing a roof or working with a chainsaw.

That being said, this was a terrible foreseeable tragedy.

Similar to a DUI, we should have little tolerance for carrying a firearm “under the influence”.

For some reason, I suspect that these three are not “fine upstanding citizens”. Like many criminals, they may have been through the “revolving doors” at various courthouses and jails.

I’m anxious to see further details of their careers.

This is why, from day one, we turned off ads by default in Apps for Education services. Last year, we removed ads from Google Search for signed-in K-12 users altogether. So, if you’re a student logging in to your Apps for Education account at school or at home, when you navigate to Google.com, you will not see ads.

Of course, good privacy requires strong security. We have more than 400 full-time engineers — the world’s foremost experts in security — working to protect your information. We always use an encrypted HTTPS connection when you check or send email in Gmail, which means no one can listen in on your messages as they go back and forth between your laptop, phone or tablet and Gmail’s servers — even if you’re using public WiFi.

Today, we’re taking additional steps to enhance the educational experience for Apps for Education customers:

We’ve permanently removed the “enable/disable” toggle for ads in the Apps for Education Administrator console. This means ads in Apps for Education services are turned off and administrators no longer have the option or ability to turn ads in these services on.
We’ve permanently removed all ads scanning in Gmail for Apps for Education, which means Google cannot collect or use student data in Apps for Education services for advertising purposes.

Users who have chosen to show AdSense ads on their Google Sites will still have the ability to display those existing ads on their websites. However, it will no longer be possible to edit or add new AdSense ads to existing sites or to new pages.

We’re also making similar changes for all our Google Apps customers, including Business, Government and for legacy users of the free version, and we’ll provide an update when the rollout is complete.

On Thursday, May 1 at 9:00 am PT, we’ll be hosting a Hangout on Air on our Google for Education G+ page with myself; Jonathan Rochelle, Director of Product Management for Docs and Drive and Hank Thiele, Chief Technology Officer for District 207 in Park Ridge, IL who uses Google Apps. On D-Day, most of the landing craft that ferried troops and equipment ashore were the Higgins design, and many came from his yard in New Orleans.  The two-fisted, hard-drinking man who told the Navy it “didn’t know a damned thing about small boats” had revolutionized warfare.  No longer were amphibious forces required to attack through heavily-defended ports, to reach docks where troops and equipment could be off-loaded.  With Higgins’ LCVP (Landing Craft Vehicle/Personnel) and larger LSTs (Landing Ship, Tank), amphibious attacks could be planned over wider areas, complicating enemy defenses.  Even Adolf Hitler acknowledged Higgins’ contribution to the war effort, referring to him as “the new Noah.”  General Dwight D. Eisenhower, who led the Normandy  invasion, put it more succinctly, calling Andrew Higgins “the man who won the war for us.”

Mr. Sterling initially vowed to fight a deal struck last week by his wife, Shelly Sterling, to sell the team to Mr. Ballmer for $2 billion. The NBA in April set out to force him from the league after racist comments he made became public in a recording.

The league’s board of governors must approve any sale.

CLOUD: Springpad is shutting down on June 25th

Springpad, the awesome personal assistant for everything in your life, is sadly shutting down. However, you can import all your saved items into Pocket so you don’t lose them.

The fine folks have Pocket built this tool specifically for Springpad users, so it’s very easy: just head to Springpad’s export tool, export your data, and then import it into Pocket here. It’ll even preserve all your tags. Update: you can also import your Springpad items into Evernote using Springpad’s export tool as described here.

Church officials have consistently denied that they ever received payments for these adoptions, insisting many of the papers and documents from that period were lost in a fire. 

Since there was simply no question of the birth mothers keeping their children – the shame was thought too ruinous – they lost all future claim to them. Their punishment was to work without wages for two or three years in atonement for their sins. In the homes they wore uniforms at all times, they had their names changed and they had their letters censored.

Critics contend that the ongoing reluctance of Irish religious orders to hand over their internal records or compensate past victims of mothers and babies homes, Magdalene laundries and reform schools, can be traced to their alarm over being compelled to offer mandatory payments or fear that further horrors could come to light. 

But calls for investigation of the various sites are growing. In the end, critics say, it should fall to the state itself to open the unmarked graves and count the dead.

This is shocking.

It’s a Gooferment and Church failure.

At the very least, there deserves to be a thorough investigation and inquest.
