I believe him.
(Until there is evidence otherwise.)

So the NFL sets the specs for the balls and the teams exchange game balls.

I don’t believe him, nor do I believe Brady. They have a history of cheating, and according to some current and retired QBs, the “ball” is one of the most important aspects of the game to a QB. According to them, “nobody” fools with the ball, the QB makes sure those balls are just the way he wants them.
I think they got off easy the last time, for “spygate” they should have taken away all their past Super Bowl victories, or at a minimum, “asterisked” them in the statistic book.
As for going forward, it should be like baseball….umpire inspects and teams use the same balls. Why should each team prepare the balls…makes no sense. It was probably Bob Kraft that had the rule changed to prepare your own footballs.
