Head of Infrastructure- Enterprise Risk Management (ERM)

The ERM Head of Infrastructure is a senior role for a seasoned IT professional within the Enterprise Risk Management information technology organization.

The individual filling this role will be responsible for the technology infrastructure supporting all applications, platforms, databases, etc. utilized by risk functions, as well as change management and business continuity/disaster recovery functions, and the development, implementation, and administration of the Sharepoint strategy. In addition to the above, the ERM quality assurance function may be folded under the responsibility of the Head of Infrastructure at a future date.

Additionally, a key part of the role will involve ensuring that processes and procedures are clear, well documented, clearly communicated and adhered to, and that effective yet pragmatic controls are in place and operating effectively across all areas.

The role requires someone with:
• Strong and relevant technical infrastructure knowledge and experience
• Ability to drive change, process improvements and cultural transformation.
• Ability to instill a strong customer focus throughout the organization (delivering a high level of customer service to meet the significant demands of risk management professionals is an imperative part of the position)
• Excellent consultative skills and ability to work collaboratively with customers, clients, peers and teams
• Experience and demonstrated capabilities in building and managing a team of professional technical resources
• Excellent organization and project management skills

Additionally, a robust understanding of software quality development, quality assurance (QA) tools, and QA testing methodologies, as well as an ability to instill software development quality standards / best practices throughout an organization is desired.

Key functions that this individual will be responsible for are as follows:

Database and Server (Unix and Windows) Administration
• Maintain the UNIX platform, environment, and core application suites and programs (including Algorithmics, Solaris, Websphere and Oracle)
• Maintain the database production, UAT and alternate environments
• Day to day backend support of the database platform and the applications that use it, tuning support, and participate in code reviews
• Problem triage, resolution and escalation.

Batch Infrastructure and Operations
• Support and maintain the UNIX batch architecture and all automated services.
• Report on batch status, perform escalations as required, maintain and execute run-book documentation, and work with solution owners to resolve issues.
• Coordinate and execute application suite installations / upgrades, automation architecture, upgrade and reengineering, define and enforcing standards and policies, and perform security & audit functions.
Sharepoint / Portal Strategy and Administration
• Develop and execute a strategy to support growth of the ERM Sharepoint Portal

Windows Desktop Support
• Serve as the Helpdesk for users
• Support all desktops, software installations, and handheld issues within ERM
• Participate in patch rollouts
• Perform problem triage, resolution and escalation

Change Management
• Identify, implement, and enforce change management best practices
• Develop and implement effective, disciplined, and auditable change management processes that enable changes to be introduced to IT environment while minimizing availability issues and disruptions to ongoing operations, costs, and risks to the production environment
• Implement effective methodology for managing product releases and version control
• Manage the release and deployment of changes into the production environment

Business Continuity and Disaster Recovery Planning
• Plan, coordinate, and support business continuity and disaster recovery activities/tests
• Ensure that all issues identified are properly prioritized and addressed in a timely manner.

In addition to the above, the enterprise risk management quality assurance function may be folded under the responsibility of the Head of Infrastructure at a future date. This would include the following responsibilities:
• Implement an automated quality process to control, measure, manage and improve the delivery of applications
• Work closely with Business Analysts, Developers and Project Managers to assess testing needs, prepare software test plans, and define the quality measures for success.
• Execute quality assurance tests to verify the software meets quality guidelines for performance and reliability, as well as identify and document software issues/bugs, post issues, and perform metrics gathering and tracking

Qualifications

• 4 year Bachelor’s degree in computer science or related discipline required; Masters degree in a technical discipline preferred
• Demonstrated leadership abilities, including ability to define, articulate, and achieve a vision for the functions discussed above
• Demonstrated ability to drive change, process improvement and cultural transformation
• The ability to forecast emerging trends and needs for technical infrastructure
• Track record of successful IT/infrastructure middle management experience, including extensive experience managing, developing and mentoring IT staff
• Demonstrated solution oriented, customer centered approach
• Excellent verbal and written communication skills
• Excellent consultative skills and ability to work collaboratively with customers, clients, peers and teams
• Excellent organization and project management skills, ensuring plans are in place to accomplish area goals, results are tracked, and resources are appropriately allocated across areas of responsibility
• Ability to deal with uncertainty, effectively handling complex and difficult situations
• Strong experience working in UNIX environment
• Experience with programs supported is a plus. Other programs supported include Solaris, Websphere, Oracle, Sharepoint and SQL Server.
