If the purpose is to ration scarce parking spaces, and NOT merely “revenue generation” AKA THEFT, then why give parking tickets when there are spaces available?

If the “enforcement runs at a loss” is true, then why do it at all. 

(I have the same problem in Seaside Heights. It’s all about money!)
